The curtains are a metaphor of the facade that hides the persona's innermost feelings.
Just like how the curtains are able to form a barrier from intruders, the persona desires for protection for his feelings from the insanity of the outside world.
The color blue however evokes the idea of unhappiness therefore suggesting that the persona is actually weighed down by this facade that barricades his true emotions from others.
This therefore attributes to his immense depression.
The short sentence structure provides a sense of finality, thus suggesting that persona has accepted the fact that he is depressed. It also reflects his passive attitude towards the illness and his lack of will to continue the fight within himself.

the author was writing the story on his bed and HM let's see, his curtains were LITERALLY BLUE.
